in this case, but only a reference to the bouncil
by His Majesty on the advice of the
Secretary of State for the Colonies.
As their Lordships are aware the
Colonial Office has no Solicitor's
Department or Legal Vote, and it
has always been the established practice
that where it is necessary for the
Secretary of State to incur legal
expenses he has recourse to the
Treasury Solicitor's Department. In
the circumstances therefore Sir Philip
Cunliffe-Lister feels that the expenses
of the reference to the Privy Council
should be borne by Imperial Funds
and he would be glad if Their Lordships
would be sliced if Pacis Lordships would authorize the costs f itis Reference the boue on the woke & the Treasury Solicitor.

Otherwise
it will not be possible to proceed
in the matter, and the erroneous law
stated
of piracy which is said to exist in
